After takeoff runway 19L iad, vectors to J149. Level 17000 ft. Reclred to climb FL240, expedite through FL190. Climbing through FL198, got immediate reclrnc to descend to 17000 ft. Initiated descent and got TA. Visual and TCASII of a flight at FL190. No evasive action required. No harm, no foul.
