Narrative:

In descent through FL280 the cockpit and cabin began to fill with smoke. Then the packs both failed. We lost cabin pressure. I declared emergency, requested 10000 ft and began an emergency descent. The passenger oxygen mask dropped automatically. We stopped the smoke source (left pack) and cleared the cabin/cockpit of smoke in unpressurized flight. There were no additional problems and all passenger and crew were ok -- no problem. We proceeded direct to hou and landed approximately 17 mins later. I also flew at airspeed of 320 KTS until ready for the approach at hou. This exceeded the 250 KT rule below 10000 ft. I advised ATC of this. We landed hou, taxied to gate and fire department, checked us over for problems -- they found nothing unusual. We also had hazardous goods (radio active) on board. This was also reported to ATC. Callback conversation with reporter revealed the following information: no reason for the malfunction of the bleed air pack was relayed back to the reporter. The aircraft was DC9-40.

Title: FLC OF A DC9 DECLARED AN EMER AND DSNDED DUE TO SMOKE IN THE CABIN. SINCE THEY WERE DSNDING TO THEIR DEST THEY CONTINUED AT A LOWER ALT UNPRESSURIZED AND LANDED AT DEST WITHIN 17 MINS. THE SMOKE STOPPED WHEN THE L 'PACK' WAS TURNED OFF. THERE WAS NO FIRE OR INJURIES TO PAX OR CREW.

THIS EXCEEDED THE 250 KT RULE BELOW 10000 FT. I ADVISED ATC OF THIS. WE LANDED HOU, TAXIED TO GATE AND FIRE DEPT, CHKED US OVER FOR PROBS -- THEY FOUND NOTHING UNUSUAL. WE ALSO HAD HAZARDOUS GOODS (RADIO ACTIVE) ON BOARD. THIS WAS ALSO RPTED TO ATC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: NO REASON FOR THE MALFUNCTION OF THE BLEED AIR PACK WAS RELAYED BACK TO THE RPTR. THE ACFT WAS DC9-40.
