Narrative:
Clearance issued 'cross 15 mi west of mol VOR at FL240.' due to distraction, aircraft crossed 15 mi west of mol at FL290. ATC issued airspace separation vectors. No traffic conflict. I was distraction due to explaining checklist matters to first officer on first flight. When ATC queried about restr, I realized we were not going to make it. Tried to advise ATC, but due to frequency congestion could not raise ATC.

Title: CAPT OF A LEAR 25D BECAME DISTR AND FAILED TO DSND TO THE ASSIGNED XING ALT. THIS RESULTED IN ATC INTERVENTION, WHO GAVE VECTORS FOR MAINTAINING APPROPRIATE SEPARATION WITH OTHER TFC.
