Narrative:
Receiving numerous special WX due to ASOS even though the observed WX did not change. The requirement to make new ATIS' for each special takes the controllers attention away from other matters that should have the attention. Also with constant erroneous special WX it may eventually come to pass that people will start ignoring special WX. Also the WX at the time was more than adequate for visual approachs but we could not advertise them because of the WX reports that were erroneously reporting the ceilings as below minimums.

Title: RPTR SIT OF NUMEROUS SPECIAL WX ALTHOUGH THE OBSERVED WX HAD NOT CHANGED. PROC REQUIRES NEW ATIS FOR EACH SPECIAL. RPTR STATED WX AT THE TIME WAS MORE THAN ADEQUATE FOR VISUAL APCHS BUT COULD NOT BE ADVERTISED DUE TO CEILING BEING ERRONEOUSLY RPTED BELOW MINIMUMS.

ALSO WITH CONSTANT ERRONEOUS SPECIAL WX IT MAY EVENTUALLY COME TO PASS THAT PEOPLE WILL START IGNORING SPECIAL WX. ALSO THE WX AT THE TIME WAS MORE THAN ADEQUATE FOR VISUAL APCHS BUT WE COULD NOT ADVERTISE THEM BECAUSE OF THE WX RPTS THAT WERE ERRONEOUSLY RPTING THE CEILINGS AS BELOW MINIMUMS.
