Narrative:
On the TACAN approach to runway 13 at foe at 12 DME, starting descent from 3000 ft to 2600 ft, there was what appeared to be a very tall radio tower passing just off to the right of us only missing it vertically by an estimated 200 ft. Nighttime could have caused an illusion of being closer than it really was, but all flight crew was concerned at how close the tower was. Possibility that the approach altitudes need to be increased.
