Cleared heading 240 degrees, join ogd 350 degree radial, cartr.CARTR1 crossing carter 16000 ft, over cartr center advised we had missed by 1000 ft and asked for turn for descent. Controller wanted explanation of why altitude missing. Called ATC by phone, advised tailwind en route and 67 degree intercept to blame.
