Narrative:

I was cleared to taxi by cle ground control until taxiway U, when instructions were given to change to tower frequency. At that time, I advised tower that I was holding short of runway 28 and ready for takeoff in sequence (2 aircraft were ahead of me). I was later instructed to cross runway 28 and hold short of runway 23L. After crossing runway 28 and holding short of runway 23L, a large commercial aircraft was instructed to go around. I was later instructed to taxi back and hold short of runway 28 and to call cle approach by phone. The area between runway 28 and runway 23L where I was holding presented no danger to anyone. However, there were no hold lines at this point. In hindsight, the only hold line was on runway 28 (perpendicular to the runway) but, having been cleared to cross runway 28, this was not idented by me as the appropriate holding position. Callback conversation with reporter revealed the following information: reporter could not recall if the hold line placement was co-located with a white-on-red sign. In a later telephone review of this situation, the controller admitted to the reporter that he may have misled him by the phraseology used, when the hold short instructions were issued. Reporter suggests that ATCT local controllers change the phraseology to 'taxi onto runway 28, hold short of runway 23L' to avoid any future misinterps.

Title: BE36 PLT TAXIED PAST THE HOLD LINES FOR RWY 23L AFTER HAVING RECEIVED A CLRNC TO 'CROSS RWY 28 AND HOLD SHORT OF RWY 23L.' A DC10 ON FINAL FOR RWY 23L WAS INSTRUCTED TO GAR BECAUSE THE RPTR FAILED TO HOLD SHORT OF RWY 23L.

Narrative: I WAS CLRED TO TAXI BY CLE GND CTL UNTIL TXWY U, WHEN INSTRUCTIONS WERE GIVEN TO CHANGE TO TWR FREQ. AT THAT TIME, I ADVISED TWR THAT I WAS HOLDING SHORT OF RWY 28 AND READY FOR TKOF IN SEQUENCE (2 ACFT WERE AHEAD OF ME). I WAS LATER INSTRUCTED TO CROSS RWY 28 AND HOLD SHORT OF RWY 23L. AFTER XING RWY 28 AND HOLDING SHORT OF RWY 23L, A LARGE COMMERCIAL ACFT WAS INSTRUCTED TO GAR. I WAS LATER INSTRUCTED TO TAXI BACK AND HOLD SHORT OF RWY 28 AND TO CALL CLE APCH BY PHONE. THE AREA BTWN RWY 28 AND RWY 23L WHERE I WAS HOLDING PRESENTED NO DANGER TO ANYONE. HOWEVER, THERE WERE NO HOLD LINES AT THIS POINT. IN HINDSIGHT, THE ONLY HOLD LINE WAS ON RWY 28 (PERPENDICULAR TO THE RWY) BUT, HAVING BEEN CLRED TO CROSS RWY 28, THIS WAS NOT IDENTED BY ME AS THE APPROPRIATE HOLDING POS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR COULD NOT RECALL IF THE HOLD LINE PLACEMENT WAS CO-LOCATED WITH A WHITE-ON-RED SIGN. IN A LATER TELEPHONE REVIEW OF THIS SIT, THE CTLR ADMITTED TO THE RPTR THAT HE MAY HAVE MISLED HIM BY THE PHRASEOLOGY USED, WHEN THE HOLD SHORT INSTRUCTIONS WERE ISSUED. RPTR SUGGESTS THAT ATCT LCL CTLRS CHANGE THE PHRASEOLOGY TO 'TAXI ONTO RWY 28, HOLD SHORT OF RWY 23L' TO AVOID ANY FUTURE MISINTERPS.
