Narrative:
We were level at 5000 ft on approach to ewr where we received a TA on TCASII 10 O'clock and 2 1/2 to 3 mi. I told the copilot I intended to maneuver if the TA turned to RA. The traffic showed plus .02 or 500 ft high and came down to plus 00 or level then turned to RA with a descend RA command. I complied and asked the copilot to advise center of our maneuver. After some confusion about what specifically we were doing the controller was extremely upset that we descended, indicating that he had traffic for us 1000 ft below and that we were descending into that traffic. We replied that company policy required us to maneuver on RA. As I descended at 1500-1700 FPM to 4700 ft MSL, the TCASII announced that we were clear of conflict. I returned to 5060 ft. The remainder of the approach and landing were normal. Controllers apparently still believe TCASII is a problem not a solution.

Title: ACR X REACTING TO TCASII RA DSNDS INTO ANOTHER ACFT BELOW RESULTING IN LTSS. PLT STATES THAT HE IS COMPLYING WITH COMPANY POLICY.
Narrative: WE WERE LEVEL AT 5000 FT ON APCH TO EWR WHERE WE RECEIVED A TA ON TCASII 10 O'CLOCK AND 2 1/2 TO 3 MI. I TOLD THE COPLT I INTENDED TO MANEUVER IF THE TA TURNED TO RA. THE TFC SHOWED PLUS .02 OR 500 FT HIGH AND CAME DOWN TO PLUS 00 OR LEVEL THEN TURNED TO RA WITH A DSND RA COMMAND. I COMPLIED AND ASKED THE COPLT TO ADVISE CTR OF OUR MANEUVER. AFTER SOME CONFUSION ABOUT WHAT SPECIFICALLY WE WERE DOING THE CTLR WAS EXTREMELY UPSET THAT WE DSNDED, INDICATING THAT HE HAD TFC FOR US 1000 FT BELOW AND THAT WE WERE DSNDING INTO THAT TFC. WE REPLIED THAT COMPANY POLICY REQUIRED US TO MANEUVER ON RA. AS I DSNDED AT 1500-1700 FPM TO 4700 FT MSL, THE TCASII ANNOUNCED THAT WE WERE CLR OF CONFLICT. I RETURNED TO 5060 FT. THE REMAINDER OF THE APCH AND LNDG WERE NORMAL. CTLRS APPARENTLY STILL BELIEVE TCASII IS A PROB NOT A SOLUTION.
