Narrative:

The captain was the PF. ATC asked us to cross 40 NM west of har VOR at FL280 from our cruising altitude of FL330. I was busy with other tasks, so the captain read back the clearance and set the new altitude in the alerter. Approximately 43 NM from the VOR ATC reminded us of our restr. The captain expedited a descent. The controller said nothing more other than a frequency change during our descent. I should have monitored the instruments and clearance while completing other tasks. The fact that the flight was on the east coast, away from our familiar rtes, increased the workload as we started our descent.

Title: CAPT OF AN LGT FAILED TO MEET A DSCNT XING ALT DUE TO COMPLACENCY OF NOT STARTING DSCNT IN A TIMELY MANNER AND WITH A RATE OF DSCNT THAT WOULD MEET THE DSCNT XING RESTR.

Narrative: THE CAPT WAS THE PF. ATC ASKED US TO CROSS 40 NM W OF HAR VOR AT FL280 FROM OUR CRUISING ALT OF FL330. I WAS BUSY WITH OTHER TASKS, SO THE CAPT READ BACK THE CLRNC AND SET THE NEW ALT IN THE ALERTER. APPROX 43 NM FROM THE VOR ATC REMINDED US OF OUR RESTR. THE CAPT EXPEDITED A DSCNT. THE CTLR SAID NOTHING MORE OTHER THAN A FREQ CHANGE DURING OUR DSCNT. I SHOULD HAVE MONITORED THE INSTS AND CLRNC WHILE COMPLETING OTHER TASKS. THE FACT THAT THE FLT WAS ON THE EAST COAST, AWAY FROM OUR FAMILIAR RTES, INCREASED THE WORKLOAD AS WE STARTED OUR DSCNT.
