Narrative:
Prior to nov/mon/96, we had radar coverage problems between our 290 degrees to 330 degrees also 090 degrees to 120 degrees more than 20 mi away. After the flight check and radar ant tilt change they said our radar unusable outside 20 mi below 4500 ft. We have no non radar training here at flint and should.

Title: APCH CTLR SAYS TRACON RADAR NOT USABLE OUTSIDE OF 20 NM AND THAT NO CTLR HAS ANY NON RADAR TRAINING TO CTL ACFT OUTSIDE THE 20 NM LIMIT.
Narrative: PRIOR TO NOV/MON/96, WE HAD RADAR COVERAGE PROBS BTWN OUR 290 DEGS TO 330 DEGS ALSO 090 DEGS TO 120 DEGS MORE THAN 20 MI AWAY. AFTER THE FLT CHK AND RADAR ANT TILT CHANGE THEY SAID OUR RADAR UNUSABLE OUTSIDE 20 MI BELOW 4500 FT. WE HAVE NO NON RADAR TRAINING HERE AT FLINT AND SHOULD.
