Narrative:
Flight from dfw to cle was uneventful. Landing runway was runway 28. Visibility was below minimums for runway 23. ATIS reported that braking advisories were in effect. Tower advised that braking action for runway 28 was fair as reported by another aircraft. Prior to descent, the approach, landing, and diversion considerations were briefed. Approach and touchdown were normal, maximum reverse thrust applied but autobraking had no effect. Aircraft continued approximately 150 ft past the end of the runway. Postincident testing of runway braking action with the tapley meter was poor to nil because of snow and ice. The airfield operations supervisor was unable to obtain permission from tower to test the braking action on runway 28 prior to our landing. Had we known the actual condition and braking action for that runway, we never would have flown the approach.

Title: FLC OF AN MD SUPER 80 WENT OFF OF END OF RWY DUE TO POOR TO NIL BRAKING ACTION WHICH WAS RPTED AS 'FAIR!'
Narrative: FLT FROM DFW TO CLE WAS UNEVENTFUL. LNDG RWY WAS RWY 28. VISIBILITY WAS BELOW MINIMUMS FOR RWY 23. ATIS RPTED THAT BRAKING ADVISORIES WERE IN EFFECT. TWR ADVISED THAT BRAKING ACTION FOR RWY 28 WAS FAIR AS RPTED BY ANOTHER ACFT. PRIOR TO DSCNT, THE APCH, LNDG, AND DIVERSION CONSIDERATIONS WERE BRIEFED. APCH AND TOUCHDOWN WERE NORMAL, MAX REVERSE THRUST APPLIED BUT AUTOBRAKING HAD NO EFFECT. ACFT CONTINUED APPROX 150 FT PAST THE END OF THE RWY. POSTINCIDENT TESTING OF RWY BRAKING ACTION WITH THE TAPLEY METER WAS POOR TO NIL BECAUSE OF SNOW AND ICE.
