Narrative:
Heavy rain showers -- runway 04R ILS failed. ILS OTS for approximately 2 hours until rain subsided. This is a standard occurrence with ILS to runway 08L and 04R. ATR42 was inside OM when ILS failed. Aircraft climbed 3000 ft and then circled northwest of airport to left downwind. Aircraft had changed to a 1200 squawk on its own until out of higher MVA. No corrective action taken by controller or supervisor in tower.

Title: ILS FOR RWY 04R FAILED WHILE AN ACR ATR42 WAS INSIDE THE LOM, THE ACFT MADE A MISSED APCH AND CIRCLED TO THE NW UNTIL IT REACHED 3000 FT AND GOT INTO A HIGHER MVA. ACFT MADE A L DOWNWIND, SQUAWKED 1200 AND LANDED OK. ILS OTS FOR 2 HRS.
