Narrative:
A military contractor drove a vehicle on taxiway C toward runway 33 without clearance from ATC. The vehicle had no radio. The tower supervisor was notified.

Title: GND CTLR OBSERVED AN UNAUTH CONTRACTOR VEHICLE ON THE TXWY. VEHICLE NOT RADIO EQUIPPED AND SUPVR CTLR WAS NOTIFIED OF THE INCIDENT.
Narrative: A MIL CONTRACTOR DROVE A VEHICLE ON TXWY C TOWARD RWY 33 WITHOUT CLRNC FROM ATC. THE VEHICLE HAD NO RADIO. THE TWR SUPVR WAS NOTIFIED.
