Narrative:

Aircraft dispatched with inoperative center wing tank gauge. Fuel service indicated 9400 pounds fuel by using manual fuel sticks. Tank was emptied in cruise after only 6400 pounds had been burned, ie, a 3000 pound error. This error apparently was made by fueling personnel who svced aircraft. They were contract services. Supervisor stated she 'was trained to use fuel sticks but didn't remember how.' said she called contract maintenance to perform fuel quantity check. Apparently they either made an error or there is an error in the accuracy of the aircraft fuel quantity indicators.
