Narrative:
After leveloff in cruise I noticed left engine manifold pressure had crept away from selected setting. After adjusting throttle, I noticed cable connection seemed unreliable. Selected full power to verify it was available. At this point throttle disconnected. We diverted to oak. Approaching bay area, given holding clearance. After evaluating fuel status, considering new flow rate, decided to declare minimum fuel. Given more direct routing. When vectored 120 degrees right for traffic sequencing, decided to declare emergency to preclude fuel starvation. In descent during approach oak runway 9R with full power on left engine, high airspeed required us to desire oak runway 11. Advised ATC and switched to ILS runway 11. On short final, shut down left engine and landed safely. Moral of story: don't hesitate to declare an emergency to keep a hazardous situation from developing.

WHEN VECTORED 120 DEGS R FOR TFC SEQUENCING, DECIDED TO DECLARE EMER TO PRECLUDE FUEL STARVATION. IN DSCNT DURING APCH OAK RWY 9R WITH FULL PWR ON L ENG, HIGH AIRSPD REQUIRED US TO DESIRE OAK RWY 11.
