Narrative:
Dca was using mt vernon approach to runway 36. Approach control (119.85) instructed us to turn to a heading of 020 degrees and expedite our descent to 1500 ft (we were at 3000 ft MSL). We observed, on TCASII, an aircraft at 2 O'clock and 2000 ft MSL. As we descended through 2200 ft we received a TCASII RA to climb, which we did. I had instructed the first officer to look for the conflicting aircraft. When we got the climb RA, he saw a B727 in our immediate vicinity. I never made visual contact with the aircraft. Approach control was advised of our altitude deviation. Dca approach control replied, 'I know.' as we cleared the other aircraft, approach control cleared us for a visual to runway 36. According to information provided by dca approach control, the other aircraft had made a wrong turn. Even so, we were never informed about conflicting traffic. If it hadn't been for TCASII, I probably would be a statistic rather than filing this report.

Title: POTENTIAL CONFLICT BTWN 2 ARRIVING B727'S AS THE LOWER ONE MAKES A WRONG DIRECTION TURN. NON ADHERENCE TO ATC CLRNC INSTRUCTION.
Narrative: DCA WAS USING MT VERNON APCH TO RWY 36. APCH CTL (119.85) INSTRUCTED US TO TURN TO A HDG OF 020 DEGS AND EXPEDITE OUR DSCNT TO 1500 FT (WE WERE AT 3000 FT MSL). WE OBSERVED, ON TCASII, AN ACFT AT 2 O'CLOCK AND 2000 FT MSL. AS WE DSNDED THROUGH 2200 FT WE RECEIVED A TCASII RA TO CLB, WHICH WE DID. I HAD INSTRUCTED THE FO TO LOOK FOR THE CONFLICTING ACFT. WHEN WE GOT THE CLB RA, HE SAW A B727 IN OUR IMMEDIATE VICINITY. I NEVER MADE VISUAL CONTACT WITH THE ACFT. APCH CTL WAS ADVISED OF OUR ALTDEV. DCA APCH CTL REPLIED, 'I KNOW.' AS WE CLRED THE OTHER ACFT, APCH CTL CLRED US FOR A VISUAL TO RWY 36. ACCORDING TO INFO PROVIDED BY DCA APCH CTL, THE OTHER ACFT HAD MADE A WRONG TURN. EVEN SO, WE WERE NEVER INFORMED ABOUT CONFLICTING TFC. IF IT HADN'T BEEN FOR TCASII, I PROBABLY WOULD BE A STATISTIC RATHER THAN FILING THIS RPT.
