Narrative:
Aircraft X was in front of aircraft Y, both inbound to rochester, ny. Trainee turned aircraft X direct to buffalo to keep him in front of aircraft Y, but did not notice aircraft Y sbound from toronto. Trainer made mention that he turned aircraft X into aircraft Y and said something needed to be done. Aircraft were more than 25 mi apart at this time. Aircraft X was given an expedite clearance to go under aircraft Y then noticed aircraft X descent rate wasn't enough. Trainer tried to stop both aircraft but was too late. Turns were issued to try to keep aircraft apart.

Title: ZOB INSTRUCTOR CTLR OBSERVES POTENTIAL SEPARATION PROB, BUT STUDENT IS SLOW TO REACT TO INSTRUCTION AND ERROR OCCURS.
