Narrative:
In sum: a C177RG pilot and his passenger/student departed hef for W66 in the late afternoon for some practice instrument approachs. The aircraft had an electrical failure with the landing gear left in the down position. By now it was night time. The reporter returned to hef while squawking 7600. He had to make 2 gars before attracting the ATCT's attention. They landed after receiving a green light from the ATCT. They attempted to acknowledge this with their red flashlights. The reporter landed successfully.
