Narrative:
Flight attendant notified captain aft right lavatory wasn't providing fluid during the flush. I called operations to request servicing. Maintenance foreman passenger riding on this flight checked on the lavatory. He advised the captain that lavatory fluid wasn't working and that he should have the lavatory blocked off due to odor. Captain advised maintenance foreman that utility had been notified. I then asked the captain if he wanted me to call the flight attendant to ensure the lavatory was being blocked off. He said not to call her because utility was attending to the problem. After deplaning in tampa, captain, maintenance foreman, and FAA maintenance safety inspector (on board passenger rider) engaged in a discussion about the lavatory. I understood that the lavatory had been fixed prior to gate departure in charlotte.

Title: LAVATORY NOT BLOCKED OFF WHEN FLUSH FLUID FAILS TO FLOW. FAA POSSIBLY UPSET BY THIS.
Narrative: FLT ATTENDANT NOTIFIED CAPT AFT R LAVATORY WASN'T PROVIDING FLUID DURING THE FLUSH. I CALLED OPS TO REQUEST SVCING. MAINT FOREMAN PAX RIDING ON THIS FLT CHKED ON THE LAVATORY. HE ADVISED THE CAPT THAT LAVATORY FLUID WASN'T WORKING AND THAT HE SHOULD HAVE THE LAVATORY BLOCKED OFF DUE TO ODOR. CAPT ADVISED MAINT FOREMAN THAT UTILITY HAD BEEN NOTIFIED. I THEN ASKED THE CAPT IF HE WANTED ME TO CALL THE FLT ATTENDANT TO ENSURE THE LAVATORY WAS BEING BLOCKED OFF. HE SAID NOT TO CALL HER BECAUSE UTILITY WAS ATTENDING TO THE PROB. AFTER DEPLANING IN TAMPA, CAPT, MAINT FOREMAN, AND FAA MAINT SAFETY INSPECTOR (ON BOARD PAX RIDER) ENGAGED IN A DISCUSSION ABOUT THE LAVATORY.
