I recently inherited a student pilot from 2 previous instructors. One of these instructors had signed the student's previous student pilot certificate for solo cross country privileges on oct/xa/90. According to the FARS, a student pilot certificate expires at the end of the 24TH month after the month of issuance. However, the cincinnati FSDO claims that as long as the student carries the student pilot certificate bearing the endorsements for solo make/model or solo cross country, then the student need not retrain or have a CFI re-endorse for those same privileges even if the student pilot certificate has expired (gone past the 24TH month). However, just to be on the safe side, I redid all of the requirements in far 61.93 (as applicable) but had not completed the actual paperwork of resigning the student's student pilot certificate for solo cross country airplane. Now, here's the problem. On nov/wed/96, while making a local solo flight (within 25 NM of home airport) using my solo endorsement for C172, the student elected to make a landing at another airport, mgy, that was approximately 23 NM from home base (3i7). I had no prior notification/knowledge of the flight. Apparently, one of the student's previous instructors had told him that he could land at any airport he desired as long as the airport was within a 25 NM radius of home base. I had, prior to the nov/wed/96 flight, told the student that this was not the correct policy and that lndgs could only be made at 3i7 unless a specific endorsement stated otherwise. Since the nov/wed/96 flight I have again told the student to takeoff/land only at 3i7 (home base) unless he receives a specific endorsement to the contrary. It is interesting to note that far 61.93(a) does seem to affirm the student's notion. However, AOPA and I agree that either an endorsement for repeated solo takeoffs and lndgs at another airport within a 25 NM radius, or a solo cross country endorsement, is required to make any non emergency landing at any airport other than home base even if the student has had his/her student pilot certificate endorsed for solo cross country privileges.

Title: STUDENT PLT LANDS AT A LCL ARPT NOT OK'ED BY NEW INSTRUCTOR. STUDENT PLTS ALWAYS NEED OK, EVEN IF IT IS TO BE REPEATED, BY AN APPROPRIATE LOGBOOK ENTRY.

IT IS INTERESTING TO NOTE THAT FAR 61.93(A) DOES SEEM TO AFFIRM THE STUDENT'S NOTION. HOWEVER, AOPA AND I AGREE THAT EITHER AN ENDORSEMENT FOR REPEATED SOLO TKOFS AND LNDGS AT ANOTHER ARPT WITHIN A 25 NM RADIUS, OR A SOLO XCOUNTRY ENDORSEMENT, IS REQUIRED TO MAKE ANY NON EMER LNDG AT ANY ARPT OTHER THAN HOME BASE EVEN IF THE STUDENT HAS HAD HIS/HER STUDENT PLT CERTIFICATE ENDORSED FOR SOLO XCOUNTRY PRIVILEGES.
