Narrative:
Approach controller did not hand us off to msp tower. Landing was without conflict and we contacted ground when clear of the runway. Ground control cleared us to the gate. Contributing factor was approach assigning several speed changes right up to the FAF. Speed assigned 170 KTS was 5 KTS below maximum flap 15 degree speed. Problem was discovered when no one told us to turn left and contact ground. Better situational awareness on part of myself, captain and controller would have prevented this.
Original NASA ASRS Text
Title: SF340A FLC IN AN UNAUTH LNDG RWY OP. NO CLRNC LNDG AS THEY HAD NOT CHANGED TO TWR AT MSP.
Narrative: APCH CTLR DID NOT HAND US OFF TO MSP TWR. LNDG WAS WITHOUT CONFLICT AND WE CONTACTED GND WHEN CLR OF THE RWY. GND CTL CLRED US TO THE GATE. CONTRIBUTING FACTOR WAS APCH ASSIGNING SEVERAL SPD CHANGES RIGHT UP TO THE FAF. SPD ASSIGNED 170 KTS WAS 5 KTS BELOW MAX FLAP 15 DEG SPD. PROB WAS DISCOVERED WHEN NO ONE TOLD US TO TURN L AND CONTACT GND. BETTER SITUATIONAL AWARENESS ON PART OF MYSELF, CAPT AND CTLR WOULD HAVE PREVENTED THIS.
