Narrative:
Climbing out of lga on the lga 7 departure and passing through 12000 ft the jumpseat rider mentioned a small note on the new departure page about maintaining 250 KTS until above 11000 ft. I looked several times on the page before I found the note in small letters on the bottom left corner of the page. I don't recall if I was at 250 KTS passing through 11000 ft but believe that I was since I was climbing at a good rate but the fact remains that others besides myself are going to miss this note if not made aware of it on the new departure page.

Title: RPTR MISSED SEEING THE NON STANDARD SPD RESTR DURING SID AND EXCEEDED 250 KTS AFTER 10000 FT VICE THE PUBLISHED RESTR UNTIL 11000 FT.
Narrative: CLBING OUT OF LGA ON THE LGA 7 DEP AND PASSING THROUGH 12000 FT THE JUMPSEAT RIDER MENTIONED A SMALL NOTE ON THE NEW DEP PAGE ABOUT MAINTAINING 250 KTS UNTIL ABOVE 11000 FT. I LOOKED SEVERAL TIMES ON THE PAGE BEFORE I FOUND THE NOTE IN SMALL LETTERS ON THE BOTTOM L CORNER OF THE PAGE. I DON'T RECALL IF I WAS AT 250 KTS PASSING THROUGH 11000 FT BUT BELIEVE THAT I WAS SINCE I WAS CLBING AT A GOOD RATE BUT THE FACT REMAINS THAT OTHERS BESIDES MYSELF ARE GOING TO MISS THIS NOTE IF NOT MADE AWARE OF IT ON THE NEW DEP PAGE.
