Narrative:

Bay approach cleared us to descend from 6000 ft to 5000 ft. At 5400 ft, GPWS 'terrain, terrain' and 'pull up' sounded. We climbed to 5850 ft and it silenced. Bay approach was advised. We descended back to 5000 ft without incident. Then bay cleared us for the ILS runway 11 at oak, saying 'turn right to 110 degrees, maintain 2500 ft till established, cleared to ILS runway 11, tower 127.2 at plaza.' we intercepted the localizer approximately a half mi west of plaza, at which point bay said, 'cross plaza at or below 1800 ft.' we were unable. We crossed plaza at 2100 ft. Why did this happen? Could we have been given the plaza restr sooner? (The approach chart says it's mandatory for the localizer approach, not ILS.)
