Narrative:

Reference pdx page 11B-1A-F4 message 3908, deletes all reference to OM and OM crossing altitude and changes final approach course to 101 degrees. Taken at face value this F4 appears to make this approach illegal by deleting the OM when there is no suitable substitute annotated on the approach plate. Dispatch contacted pdx and learned the OM was operating and monitored and the sfo chief pilot for concurrence that the approach was legal. A related question is how can these same changes not be required for the CAT 1 page?
