Narrative:
I was the PNF on the kayoh arrival into sna. We received a clearance to cross dawna intersection at 13000 ft from ZLA. The first officer, who was flying and fairly new on the arrival, started down late in VNAV, and the forecast winds were different from actual winds, which for us were high at dawna. We were switched over to socal approach and crossed dawna about 350 ft high. TCASII did not show a conflict and ATC did not question our altitude. During the descent I was busy with a cabin announcement. Then upon seeing the first officer was going to be high I encouraged him to hurry down, which he did, but by this time we had a short distance to go. I should have taken care of my PNF duties earlier and watched him more closely. This was the first leg together on our 4 day trip, and even though I had flown with him before, I should have watched him more closely.

Title: FO OF AN MLG FAILED TO DSND IN TIME TO MAKE AN ALT XING RESTR DURING A STAR ARR. ARTCC HAD HANDED OFF TO TRACON WHO DID NOT MENTION THE FACT THAT THE RPTR WAS 350 FT HIGH ON XING THE FIX.

I SHOULD HAVE TAKEN CARE OF MY PNF DUTIES EARLIER AND WATCHED HIM MORE CLOSELY. THIS WAS THE FIRST LEG TOGETHER ON OUR 4 DAY TRIP, AND EVEN THOUGH I HAD FLOWN WITH HIM BEFORE, I SHOULD HAVE WATCHED HIM MORE CLOSELY.
