Narrative:

Pilot obtained clearance from clearance delivery which included 'climb and maintain 10000 ft.' pilot only read back squawk. On departure, aircraft climbed to 1900 ft then descended to 1500 ft. On initial contact I told the pilot to climb and maintain 10000 ft. I later questioned the pilot and he said he thought his assigned altitude was 1000 ft and that he had busted it. I believe this was a careless mistake that could have been avoided if the crew had read back their clearance when it was issued. Note: there was an obstruction within 5 mi at 1160 ft MSL.

Title: TRACON SUPVR WORKING THE DEP CTLR POS CLRED AN ACR JET TO 10000 FT AFTER TKOF. THE ACR CLBED TO 1900 FT THEN DSNDED TO 1500 FT AND WAS GETTING CLOSE TO AN OBSTRUCTION THAT IS AT 1160 FT. RPTR QUESTIONED THE ACR WHO HAD MISUNDERSTOOD HIS CLRNC WAS TO 1000 FT NOT 10000 FT. THE RPTR BELIEVES THAT THIS WAS A CARELESS MISINTERP OF CLRNC THAT WAS NOT CAUGHT BY THE CTLR DUE TO THE FLC NOT READING BACK HIS CLRNC, ONLY READING BACK HIS SQUAWK CODE.
