Narrative:
A passenger boarded with a small dog in a kennel. The kennel could not fit under the seat. I notified the captain and he instructed me to have the ground crew put the bag in the aft cargo bin. The aft airstairs were dropped and the dog brought down. About 5 mins later, the ground crew brought the kennel back up the aft airstairs and said he told the captain he could fit the kennel on a seat, secured by a seat belt, and that the captain said 'ok.' when I checked with the captain, he said he'd discussed it with the ground crew and it was ok. I took this as his authority/authorized to accommodate the kennel. This was a case of miscom. The captain was very busy with preflight duties, thought he knew what I was going to say and stopped me before I'd finished. I should have repeated what I thought he meant or been more assertive.

Title: AN ACR CABIN ATTENDANT RPTS THAT HER CAPT SEEMED TO AGREE TO HAVING A DOG IN AN OVERSIZE KENNEL TIED DOWN TO A PAX SEAT.
Narrative: A PAX BOARDED WITH A SMALL DOG IN A KENNEL. THE KENNEL COULD NOT FIT UNDER THE SEAT. I NOTIFIED THE CAPT AND HE INSTRUCTED ME TO HAVE THE GND CREW PUT THE BAG IN THE AFT CARGO BIN. THE AFT AIRSTAIRS WERE DROPPED AND THE DOG BROUGHT DOWN. ABOUT 5 MINS LATER, THE GND CREW BROUGHT THE KENNEL BACK UP THE AFT AIRSTAIRS AND SAID HE TOLD THE CAPT HE COULD FIT THE KENNEL ON A SEAT, SECURED BY A SEAT BELT, AND THAT THE CAPT SAID 'OK.' WHEN I CHKED WITH THE CAPT, HE SAID HE'D DISCUSSED IT WITH THE GND CREW AND IT WAS OK. I TOOK THIS AS HIS AUTH TO ACCOMMODATE THE KENNEL. THIS WAS A CASE OF MISCOM. THE CAPT WAS VERY BUSY WITH PREFLT DUTIES, THOUGHT HE KNEW WHAT I WAS GOING TO SAY AND STOPPED ME BEFORE I'D FINISHED. I SHOULD HAVE REPEATED WHAT I THOUGHT HE MEANT OR BEEN MORE ASSERTIVE.
