Narrative:
Ground control cleared me to taxi from one side of fai airport to the other side. The time was near the twilight, but you could clearly see the entire runway and airport area. There were no runway or taxiway lights on at the time. At the beginning of the taxi, my aircraft had no lights on either. Any unauthorized incursion onto a runway was inadvertent. On taxiway a snow removal was taking place with at least 3 pieces of airport equipment. Each piece of equipment was moving around and back and forth so as to block each other's view of taxiing aircraft. It appeared they would not see me so I stopped and put on my strobes. I then proceeded to taxi. In my opinion, no serious breach of safety was compromised. Possibly in the future, snow removal equipment should be spaced farther apart so as to increase visibility and taxiing aircraft should start strobes and clearance lights around 500 ft from the activity.

Title: A TAXIING SMA ENTERED THE RWY WITHOUT AUTH WHILE SNOW REMOVAL EQUIP WAS IN OP. THE TAXIING ACFT CAME IN CLOSE PROX TO THE SNOW EQUIP BEFORE STOPPING. THE RPTR BELIEVES THAT STROBE AND CLRNC LIGHTS SHOULD BE TURNED ON WHEN GETTING CLOSE TO A RWY.
Narrative: GND CTL CLRED ME TO TAXI FROM ONE SIDE OF FAI ARPT TO THE OTHER SIDE. THE TIME WAS NEAR THE TWILIGHT, BUT YOU COULD CLRLY SEE THE ENTIRE RWY AND ARPT AREA. THERE WERE NO RWY OR TXWY LIGHTS ON AT THE TIME. AT THE BEGINNING OF THE TAXI, MY ACFT HAD NO LIGHTS ON EITHER. ANY UNAUTH INCURSION ONTO A RWY WAS INADVERTENT. ON TXWY A SNOW REMOVAL WAS TAKING PLACE WITH AT LEAST 3 PIECES OF ARPT EQUIP. EACH PIECE OF EQUIP WAS MOVING AROUND AND BACK AND FORTH SO AS TO BLOCK EACH OTHER'S VIEW OF TAXIING ACFT. IT APPEARED THEY WOULD NOT SEE ME SO I STOPPED AND PUT ON MY STROBES. I THEN PROCEEDED TO TAXI. IN MY OPINION, NO SERIOUS BREACH OF SAFETY WAS COMPROMISED. POSSIBLY IN THE FUTURE, SNOW REMOVAL EQUIP SHOULD BE SPACED FARTHER APART SO AS TO INCREASE VISIBILITY AND TAXIING ACFT SHOULD START STROBES AND CLRNC LIGHTS AROUND 500 FT FROM THE ACTIVITY.
