Narrative:
Vectored by pit initial approach controller. Told to expect runway 28L. Given dogleg heading to intercept parallel ILS final by final controller. Received partially broken transmission for approach clearance, interpreted or understood as a clearance for runway 28R. Switch NAVAID and tower frequency to match runway 28R. Observed another aircraft at higher altitude both visually and on TCASII, apparently also on a vector for runway 28R. Immediately queried tower controller for a confirmation of runway 28R or runway 28L. Tower controller issued 90 degree left turn and revectored for ILS approach runway 28L. Landed without incident. Captain personally spoke with ATC supervisor via telephone after landing. Confusion over landing runway issued mutually resolved with emphasis on clrer and speedier radio xmissions. Issue considered resolved between ATC and pilot per telephone conversation.
Original NASA ASRS Text
Title: MLG FLC INTERPRETED A PARTIALLY BROKEN XMISSION AS AN APCH CLRNC TO RWY 28R AFTER HAVING BEEN TOLD TO EXPECT AN APCH TO RWY 28L. FLC OBSERVED OTHER TFC ALSO FOR RWY 28R. THE LCL CTLR TURNS RPTR'S ACFT OFF THE APCH FOR A VECTOR TO A SUBSEQUENT APCH LNDG ON RWY 28L.
Narrative: VECTORED BY PIT INITIAL APCH CTLR. TOLD TO EXPECT RWY 28L. GIVEN DOGLEG HDG TO INTERCEPT PARALLEL ILS FINAL BY FINAL CTLR. RECEIVED PARTIALLY BROKEN XMISSION FOR APCH CLRNC, INTERPRETED OR UNDERSTOOD AS A CLRNC FOR RWY 28R. SWITCH NAVAID AND TWR FREQ TO MATCH RWY 28R. OBSERVED ANOTHER ACFT AT HIGHER ALT BOTH VISUALLY AND ON TCASII, APPARENTLY ALSO ON A VECTOR FOR RWY 28R. IMMEDIATELY QUERIED TWR CTLR FOR A CONFIRMATION OF RWY 28R OR RWY 28L. TWR CTLR ISSUED 90 DEG L TURN AND REVECTORED FOR ILS APCH RWY 28L. LANDED WITHOUT INCIDENT. CAPT PERSONALLY SPOKE WITH ATC SUPVR VIA TELEPHONE AFTER LNDG. CONFUSION OVER LNDG RWY ISSUED MUTUALLY RESOLVED WITH EMPHASIS ON CLRER AND SPEEDIER RADIO XMISSIONS. ISSUE CONSIDERED RESOLVED BTWN ATC AND PLT PER TELEPHONE CONVERSATION.
