Narrative:

Pushed back from gate with 'no passenger or cargo tolerance' weight and balance paperwork. Just prior to release from tug, were advised that '15 bags are being added.' asked our company via radio if bags were accounted for on paperwork. Reply came back only 2 bags put on. When I repeated 'no weight tolerance,' all of a sudden 'it was a new guy who tried to put atl bound bags on cvg flight, so no bags were put on' or 'bags were put on and then taken off.' first, no reason for zero tolerance on flight with light and long runways. Second, who knows what really went on?
