Narrative:

Landed at tacoma international without talking to tower. We flew approach and landing using CAT III procedures. First officer flies airplane on coupled approach till captain sees runway, at which time he takes over the actual touchdown. After descending through 1000 ft AGL, I asked if landing checklist completed. Captain responded checklist complete. Landing clearance is part of our company checklist. Discovered we never switched to tower after landing. Tower stated they gave us landing clearance via light signals. Am not sure why sea approach never told us we had not switched to tower as we 3 times requested a 'wind check' using our call sign while still on approach control frequency. Mistake can be laid on captain for not diligently completing checklist and on approach control for not telling us to switch frequencys when we were obviously still talking to them!

Title: FLC OF A MD80 FAILED TO CHANGE TO TWR FREQ AND FOUND OUT AFTER LNDG WHEN CONTACTING GND CTL. TWR HAD GIVEN THEM LNDG CLRNC VIA LIGHT SIGNAL WHEN THEY COULD NOT GET A REPLY VIA TWR FREQ.

CAPT RESPONDED CHKLIST COMPLETE. LNDG CLRNC IS PART OF OUR COMPANY CHKLIST. DISCOVERED WE NEVER SWITCHED TO TWR AFTER LNDG. TWR STATED THEY GAVE US LNDG CLRNC VIA LIGHT SIGNALS. AM NOT SURE WHY SEA APCH NEVER TOLD US WE HAD NOT SWITCHED TO TWR AS WE 3 TIMES REQUESTED A 'WIND CHK' USING OUR CALL SIGN WHILE STILL ON APCH CTL FREQ. MISTAKE CAN BE LAID ON CAPT FOR NOT DILIGENTLY COMPLETING CHKLIST AND ON APCH CTL FOR NOT TELLING US TO SWITCH FREQS WHEN WE WERE OBVIOUSLY STILL TALKING TO THEM!
