Narrative:

Departed mlb IFR (VMC conditions prevailed) heading 340 degrees 2000 ft and contacted patrick departure. Transponder not being received and told to intercept V-3 northbound and climb to 3000 ft. Initiated climb (now in IMC) reported intercepting V-3 (still not radar idented) reported having crossed india intersection. Transponder code now received and told I was 8 mi east of victor 3 and not yet north of india. I believe I may have penetrated R2933 or R2982 (NASA kennedy space station restr zones) -- not on the airway. Despite having prepared a 'meticulous' flight log the night before, I set the #1 and #2 vors to R-351 instead of R-343 which defines V-3. R-351 is the radial northbound from ormond (the next fix on victor 3) and it is this radial I mistakenly placed on my flight log. When setting radios prior to departure and when given ATC instructions airborne I use charts, not logs. Xchk the chart with the flight log for compatibility, but all radials and all radial identify should be from charts, not logs. The busyness of initial climb out 122 degree turn to 2000 ft then ATC frequency change and a new altitude and new ATC instructions coupled with some preoccupation with an inoperative transponder may have distracted attention from the chart. It is also a good idea to monitor VFR charts. I now discover there was a 15000 ft tether balloon in the area.
