Narrative:

When attempted flight control check while taxiing for takeoff I was unable to move rudder pedals. First officer's pedals wouldn't move either, nosewheel steering tiller worked normal. We returned to gate. Aircraft had been released from a 'C' check the evening before. The rudder by-pass valve had been mechanically closed at the rudder during the 'C' check and somehow was never reopened, so we had no indication in flight deck.

Title: AN ACR FLC WERE UNABLE TO MOVE THE RUDDER PEDALS DURING TAXI-OUT AND THEY RETURNED TO THE GATE WHERE THEY DISCOVERED THAT THE RUDDER BY-PASS VALVE WAS CLOSED. B737-400.

Narrative: WHEN ATTEMPTED FLT CTL CHK WHILE TAXIING FOR TKOF I WAS UNABLE TO MOVE RUDDER PEDALS. FO'S PEDALS WOULDN'T MOVE EITHER, NOSEWHEEL STEERING TILLER WORKED NORMAL. WE RETURNED TO GATE. ACFT HAD BEEN RELEASED FROM A 'C' CHK THE EVENING BEFORE. THE RUDDER BY-PASS VALVE HAD BEEN MECHANICALLY CLOSED AT THE RUDDER DURING THE 'C' CHK AND SOMEHOW WAS NEVER REOPENED, SO WE HAD NO INDICATION IN FLT DECK.
