Narrative:

Controllers at phl are directed to run simultaneous instrument approachs to converging runways. The operation is illegal and not covered by the 7110.65J. We have brought the issue to management's attention and asked for specific clarification and guidance. To date, jan/xx/97, the only answer given is that we, the controllers, are responsible for separation and that it is legal. This must be stopped -- especially in marginal VFR WX before there is a major accident! Missed approach procedures are in direct conflict with each other.

Narrative: CTLRS AT PHL ARE DIRECTED TO RUN SIMULTANEOUS INST APCHS TO CONVERGING RWYS. THE OP IS ILLEGAL AND NOT COVERED BY THE 7110.65J. WE HAVE BROUGHT THE ISSUE TO MGMNT'S ATTN AND ASKED FOR SPECIFIC CLARIFICATION AND GUIDANCE. TO DATE, JAN/XX/97, THE ONLY ANSWER GIVEN IS THAT WE, THE CTLRS, ARE RESPONSIBLE FOR SEPARATION AND THAT IT IS LEGAL. THIS MUST BE STOPPED -- ESPECIALLY IN MARGINAL VFR WX BEFORE THERE IS A MAJOR ACCIDENT! MISSED APCH PROCS ARE IN DIRECT CONFLICT WITH EACH OTHER.
