Narrative:
Cenamer control cleared my flight to climb from FL310 to FL330 after a controller change, my flight was given a descent to FL290. A 1500 FPM descent was immediately established. As my flight approached FL310 a TCASII TA was initiated followed immediately by an RA. TCASII system commanded a 2500 FPM climb and aircraft was climbed to approximately 3000 FPM vertical separation of 100 ft on TCASII was observed by another crew member. Lateral separation was unknown since no visual contact was ever established. Upon reporting the incident to the controller, a military aircraft (C12) reported that he was in the vicinity under cenamer control and had 'felt' our wash but had also not seen us. A report of the incident was repeated to the cenamer supervisor who later advised us that this was a controller error and asked if we would be filing a report.

Title: A B727 OVERWATER FLT WAS ISSUED A CLB FROM FL310 TO FL330, FOLLOWED BY A DSCNT TO FL290. A TCASII RA WAS RECEIVED WHILE IN DSCNT AND A CLB INITIATED. A MIL C12 ACFT PASSED BELOW IN CLOSE PROX. DISCUSSION WITH THE SUPVR LATER REVEALED THAT A SYS ERROR OCCURRED.
Narrative: CENAMER CTL CLRED MY FLT TO CLB FROM FL310 TO FL330 AFTER A CTLR CHANGE, MY FLT WAS GIVEN A DSCNT TO FL290. A 1500 FPM DSCNT WAS IMMEDIATELY ESTABLISHED. AS MY FLT APCHED FL310 A TCASII TA WAS INITIATED FOLLOWED IMMEDIATELY BY AN RA. TCASII SYS COMMANDED A 2500 FPM CLB AND ACFT WAS CLBED TO APPROX 3000 FPM VERT SEPARATION OF 100 FT ON TCASII WAS OBSERVED BY ANOTHER CREW MEMBER. LATERAL SEPARATION WAS UNKNOWN SINCE NO VISUAL CONTACT WAS EVER ESTABLISHED. UPON RPTING THE INCIDENT TO THE CTLR, A MIL ACFT (C12) RPTED THAT HE WAS IN THE VICINITY UNDER CENAMER CTL AND HAD 'FELT' OUR WASH BUT HAD ALSO NOT SEEN US. A RPT OF THE INCIDENT WAS REPEATED TO THE CENAMER SUPVR WHO LATER ADVISED US THAT THIS WAS A CTLR ERROR AND ASKED IF WE WOULD BE FILING A RPT.
