Narrative:

Approaching rondo intersection (IAF for pln ILS runway 32 approach) at 5000 ft MSL using LORAN as pln VOR OTS. Our aircraft picking up light rime ice so asked ZMP for lower (controller quite busy). He said the ILS runway 32 approach would not be legal with the VOR out, but to report established on the localizer. After rondo we descended to 2500 ft, then told controller we were on the localizer and VFR so will cancel IFR. He said squawk 1200 and goodnight.

Title: BE55 ACFT PREPARING FOR ILS APCH WITH VOR OUT ENCOUNTERED ICING AND REQUESTED LOWER ALT FROM CTR. CTR CTLR TOLD RPTR THAT THE ILS APCH WAS NOT LEGAL BECAUSE THE VOR WAS OUT. THEN ATC TOLD RPTR TO RPT ESTABLISHED ON LOC. RPTR CANCELED IFR WHEN BECOMING VMC ON ILS.

HE SAID THE ILS RWY 32 APCH WOULD NOT BE LEGAL WITH THE VOR OUT, BUT TO RPT ESTABLISHED ON THE LOC. AFTER RONDO WE DSNDED TO 2500 FT, THEN TOLD CTLR WE WERE ON THE LOC AND VFR SO WILL CANCEL IFR. HE SAID SQUAWK 1200 AND GOODNIGHT.
