Narrative:
F15 returning to gsb VFR, 8500 ft pass in close proximity to an EMS LR25. The lear was on an IFR clearance descending into ewn. At the time of occurrence the LR25 pilot said he wanted to report a near miss. Radar traffic was not given. It appears the F15's transponder was off or on standby. Then F15 called gsb approach and was idented. Phone calls revealed the F15 had the lear on his radar at 10 mi and in visual contact at 4-5 mi. The lear did not see the F15 until too late, broke out at 9000 ft, for evasive action and flew through the wake of the F15. The F15 came from lear's 10 O'clock position. Lear pilot said they missed by about 300 ft and felt F15 was playing with him. Lear pilot will not file near miss!

Title: LR25 ACFT ON DSCNT INTO DEST ARPT. RPTR APCH CTLR STATES THAT LR25 FLC RPTED THE NMAC, BUT THEN DIDN'T WANT TO FILE A RPT. INTRUDER F15 ACFT HAD XPONDER OFF AND APPARENTLY MADE A RUN ON RPTR ACFT AND RPTR DIDN'T HAVE TIME TO TAKE EVASIVE ACTION.
Narrative: F15 RETURNING TO GSB VFR, 8500 FT PASS IN CLOSE PROX TO AN EMS LR25. THE LEAR WAS ON AN IFR CLRNC DSNDING INTO EWN. AT THE TIME OF OCCURRENCE THE LR25 PLT SAID HE WANTED TO RPT A NEAR MISS. RADAR TFC WAS NOT GIVEN. IT APPEARS THE F15'S XPONDER WAS OFF OR ON STANDBY. THEN F15 CALLED GSB APCH AND WAS IDENTED.
