Narrative:
Approaching dca, I (captain) left ATC frequency to get ATIS at dca. During that time first officer received clearance from ATC for crossing restr for 10 mi northwest of trixy intersection at 15000 ft, and started down. After getting dca ATIS, I returned to ATC frequency and first officer was flying. After reviewing dca ATIS, I looked up and noticed we were high on descent profile to make crossing restr and asked for officer to confirm the restr. Upon realizing he was high, speed brakes were deployed but the crossing altitude was missed by 1500-2000 ft. Frequencys were changed during the descent but new ATC controller made no mention of altitude or the crossing restr.

Title: FLC ALTDEV ALT XING RESTR NOT MET IN DSCNT PROC.
Narrative: APCHING DCA, I (CAPT) LEFT ATC FREQ TO GET ATIS AT DCA. DURING THAT TIME FO RECEIVED CLRNC FROM ATC FOR XING RESTR FOR 10 MI NW OF TRIXY INTXN AT 15000 FT, AND STARTED DOWN. AFTER GETTING DCA ATIS, I RETURNED TO ATC FREQ AND FO WAS FLYING. AFTER REVIEWING DCA ATIS, I LOOKED UP AND NOTICED WE WERE HIGH ON DSCNT PROFILE TO MAKE XING RESTR AND ASKED FOR OFFICER TO CONFIRM THE RESTR. UPON REALIZING HE WAS HIGH, SPD BRAKES WERE DEPLOYED BUT THE XING ALT WAS MISSED BY 1500-2000 FT. FREQS WERE CHANGED DURING THE DSCNT BUT NEW ATC CTLR MADE NO MENTION OF ALT OR THE XING RESTR.
