Narrative:
At XA00 local time on jan/xx/97, I executed a landing at the anv, ak, airport and had to nearly overfly a grader performing snow removal on the field. I was flying a C207 on a regularly scheduled flight and was carrying 1 passenger. As I approached the runway, I made all the standard traffic calls, including 2 announcing that I was on final for runway 35 at anv. The WX conditions were poor with a 500 ft overcast, 2 mi visibility, and a 20 KT headwind component on short final. A grader was performing snow removal just outside the lights along the west side of the runway about 150 ft past the approach threshold. I made a higher than normal approach and landed 1/2 way down the runway after electing to overfly the grader. Unknown to me, the airport had been notamed closed earlier that morning. The company calls for a briefing every morning and requests NOTAMS. Another pilot obtained the briefing that morning, requested the NOTAMS, but received none pertaining to the airport being closed. There was no 'X' at the approach end of the runway either. I believe 2 problems occurred with this incident. First, I landed on a runway that had been notamed closed. The company received no information about the closure either through FSS or from its local agent regarding the runway closure. It is not normal for a runway to be closed simply for snow removal unless the snow is excessively deep which this was not. Second, I landed long over the grader without buzzing the grader to announce my presence. Given the windy conditions and turbulence caused by terrain around the airport, I elected to make an extra high approach and land past the grader on the sufficient runway remaining. The grader was not equipped with a radio and thus short of buzzing the grader I could not notify him of my presence.

Title: ATX PLT LANDS ON CLOSED RWY AT ANV, AK. OVERFLIES A WORKING GRADER IN THE PROCESS OF SNOW REMOVAL.
Narrative: AT XA00 LCL TIME ON JAN/XX/97, I EXECUTED A LNDG AT THE ANV, AK, ARPT AND HAD TO NEARLY OVERFLY A GRADER PERFORMING SNOW REMOVAL ON THE FIELD. I WAS FLYING A C207 ON A REGULARLY SCHEDULED FLT AND WAS CARRYING 1 PAX. AS I APCHED THE RWY, I MADE ALL THE STANDARD TFC CALLS, INCLUDING 2 ANNOUNCING THAT I WAS ON FINAL FOR RWY 35 AT ANV. THE COMPANY CALLS FOR A BRIEFING EVERY MORNING AND REQUESTS NOTAMS. ANOTHER PLT OBTAINED THE BRIEFING THAT MORNING, REQUESTED THE NOTAMS, BUT RECEIVED NONE PERTAINING TO THE ARPT BEING CLOSED. THERE WAS NO 'X' AT THE APCH END OF THE RWY EITHER. I BELIEVE 2 PROBS OCCURRED WITH THIS INCIDENT. FIRST, I LANDED ON A RWY THAT HAD BEEN NOTAMED CLOSED. THE COMPANY RECEIVED NO INFO ABOUT THE CLOSURE EITHER THROUGH FSS OR FROM ITS LOCAL AGENT REGARDING THE RWY CLOSURE. IT IS NOT NORMAL FOR A RWY TO BE CLOSED SIMPLY FOR SNOW REMOVAL UNLESS THE SNOW IS EXCESSIVELY DEEP WHICH THIS WAS NOT. SECOND, I LANDED LONG OVER THE GRADER WITHOUT BUZZING THE GRADER TO ANNOUNCE MY PRESENCE. GIVEN THE WINDY CONDITIONS AND TURB CAUSED BY TERRAIN AROUND THE ARPT, I ELECTED TO MAKE AN EXTRA HIGH APCH AND LAND PAST THE GRADER ON THE SUFFICIENT RWY REMAINING. THE GRADER WAS NOT EQUIPPED WITH A RADIO AND THUS SHORT OF BUZZING THE GRADER I COULD NOT NOTIFY HIM OF MY PRESENCE.
