Narrative:
It was dark with blowing snow when we landed on runway 28 in roc. We were cleared to taxi to and hold short of runway 22 (at the approach end). We taxied to runway 22 and held short of runway but did not go on the runway. The aircraft on approach (approximately 2 mi final) saw our lights and questioned whether we were on the runway. The tower gave him a go around as a precaution and we were cleared across the runway to the ramp.

Title: CPR MDT ACFT INSTRUCTED TO HOLD SHORT OF RWY AFTER LNDG AND TAXIING. CAPT RPTS THEY WERE UNDER A HIGH WORKLOAD WITH WX AND REVERSER THAT WOULDN'T STOW. THEY DID STOP SHORT OF RWY, BUT NOT UNTIL XING THE HOLD LINE. ACFT ON FINAL APCH QUESTIONED POS OF RPTR ACFT AND TWR ISSUED A GAR.

WE TAXIED TO RWY 22 AND HELD SHORT OF RWY BUT DID NOT GO ON THE RWY. THE ACFT ON APCH (APPROX 2 MI FINAL) SAW OUR LIGHTS AND QUESTIONED WHETHER WE WERE ON THE RWY. THE TWR GAVE HIM A GAR AS A PRECAUTION AND WE WERE CLRED ACROSS THE RWY TO THE RAMP.
