Narrative:
Dfw gate jetbridge alarm is inoperative. Agent told me that it has been out for some time but facility maintenance does not seem to be able to repair it. As bridge was moved, first officer was just stepping onto the lower step. Sudden movement of bridge without warning could be a serious safety hazard possibly even fatal. We nearly injured the first officer in this case, and ramp workers are in constant peril. Our efforts to make this a safe place to work will be fruitless without the cooperation of all departments.
