Narrative:
Lack of humidity in tower cabin attendant attributed to numerous failures of denro icss communications system. FAA maintenance claims a minimum of 40% relative humidity is required, building owner's claim system operates normally, humidistat reads less than 30%, which is the lower limit of our measuring equipment, FAA management making little effort to remedy what controllers view as a serious safety concern (loss of communications).
