Narrative:
In takeoff, after rotation, C172 did not appear to develop sufficient power on climb out. Aircraft settled to runway and moved to the runway edge by a wind gust. Aircraft struck a runway light on left stabilizer. Aircraft returned to runway and was taxied off on own power. Damage to aircraft was a small dent on the leading edge of the left stabilizer and grazed right wingtip. No injuries.
