Narrative:
The equipment at sav ATCT is old and outdated. The technicians are very reluctant to repair the existing equipment. The ARTS keyboard is often 'swapped out' and the keyboard that it replaced, was one that was swapped out just a week prior. A keyboard that is not 100 percent -- delays handoffs and other time critical ARTS entries.
