Narrative:
When at sna departing south to fly the noise abatement profile and back bay departure, without getting violated, one doesn't have the ability to also maintain a safe operation (traffic avoidance, speeds engine (temperatures and psi and settings). What is most important? Safety or local govs? I've done this departure 100's of times and it is never safe. Callback conversation with reporter revealed the following information: this B757-200 first officer said that the noise abatement maneuvers to exit sna are so extreme that the flight crew is distraction from accomplishing their routine safety and monitoring duties. He alleged that he finds that he is so busy watching airspeed, attitude and ground track that he has no time to watch the engines or to scan for traffic. The reporter said that perhaps the controllers could just give the flight crew vectors over a corridor while the flight crew does a normal noise abatement departure in order to reduce the flight crew workload. He said that he is not sure if an engine loss could be safely handled during the initial noise abatement maneuver required at sna.

Title: AN ACR FO CLAIMS THAT THE REQUIRED NOISE ABATEMENT MANEUVER AT SNA IS SO EXTREME AS TO BE UNSAFE. HE FEELS MONITORING THE HIGH DECK ANGLE AND THE NARROW NAV CORRIDOR CAUSES THE FLC TO IGNORE THEIR NORMAL DUTIES. B757-200.
Narrative: WHEN AT SNA DEPARTING S TO FLY THE NOISE ABATEMENT PROFILE AND BACK BAY DEP, WITHOUT GETTING VIOLATED, ONE DOESN'T HAVE THE ABILITY TO ALSO MAINTAIN A SAFE OP (TFC AVOIDANCE, SPDS ENG (TEMPS AND PSI AND SETTINGS). WHAT IS MOST IMPORTANT? SAFETY OR LCL GOVS? I'VE DONE THIS DEP 100'S OF TIMES AND IT IS NEVER SAFE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS B757-200 FO SAID THAT THE NOISE ABATEMENT MANEUVERS TO EXIT SNA ARE SO EXTREME THAT THE FLC IS DISTR FROM ACCOMPLISHING THEIR ROUTINE SAFETY AND MONITORING DUTIES. HE ALLEGED THAT HE FINDS THAT HE IS SO BUSY WATCHING AIRSPD, ATTITUDE AND GND TRACK THAT HE HAS NO TIME TO WATCH THE ENGS OR TO SCAN FOR TFC. THE RPTR SAID THAT PERHAPS THE CTLRS COULD JUST GIVE THE FLC VECTORS OVER A CORRIDOR WHILE THE FLC DOES A NORMAL NOISE ABATEMENT DEP IN ORDER TO REDUCE THE FLC WORKLOAD. HE SAID THAT HE IS NOT SURE IF AN ENG LOSS COULD BE SAFELY HANDLED DURING THE INITIAL NOISE ABATEMENT MANEUVER REQUIRED AT SNA.
