Narrative:

Finally underway we had to wait for ACARS weight numbers. Can't run any checklists till numbers received. By this time we're #1 for runway 9L. And we're running several checklists. Told to hold short and was looking for hold short lines. Saw reflection close to runway and was diverted back into cockpit for another checklist. Got to supposed hold short line and saw they were blacked out. Tower told us to hold short of runway 9L. We never entered the runway, but were over a hold short line that evidently was common to runways 9L and 12, as I saw an air carrier stop when told to hold short of runway 9L. My company has just implemented a sweeping new checklist. It involves 7 separate checklists before you takeoff. Numerous flcs have voiced their concern that too much time with our heads in the cockpit is a big problem with this new change. Another problem I see is that blacked out lines from a short distance still look like hold short lines until you're right on them. The airport diagram for mia should show a common hold short line if it isn't next to the runway like most other runway hold short lines are. Callback conversation with reporter revealed the following information: this DC9-30 captain said that the shiny appearance of the painted-over hold line confused the flight crew. They did stop before the old hold line and did not realize their error until while in-position-and-holding they saw another air carrier hold short of the real hold line. They now know where the real line is located, but the reporter is concerned about other flcs making the same mistake with less benign results. The reporter wants the airport to either completely remove the old hold line or paint over it with a dull or flat paint somewhat the color of concrete.

Title: AN ACR DC9-30 FLC HELD SHORT OF RWY 9L USING THE OLD (PAINTED OVER) HOLD LINE THAT WAS SHINING IN THE SUNLIGHT. THE NEW HOLD LINE IS SOME DISTANCE FROM THE RWY.

Narrative: FINALLY UNDERWAY WE HAD TO WAIT FOR ACARS WT NUMBERS. CAN'T RUN ANY CHKLISTS TILL NUMBERS RECEIVED. BY THIS TIME WE'RE #1 FOR RWY 9L. AND WE'RE RUNNING SEVERAL CHKLISTS. TOLD TO HOLD SHORT AND WAS LOOKING FOR HOLD SHORT LINES. SAW REFLECTION CLOSE TO RWY AND WAS DIVERTED BACK INTO COCKPIT FOR ANOTHER CHKLIST. GOT TO SUPPOSED HOLD SHORT LINE AND SAW THEY WERE BLACKED OUT. TWR TOLD US TO HOLD SHORT OF RWY 9L. WE NEVER ENTERED THE RWY, BUT WERE OVER A HOLD SHORT LINE THAT EVIDENTLY WAS COMMON TO RWYS 9L AND 12, AS I SAW AN ACR STOP WHEN TOLD TO HOLD SHORT OF RWY 9L. MY COMPANY HAS JUST IMPLEMENTED A SWEEPING NEW CHKLIST. IT INVOLVES 7 SEPARATE CHKLISTS BEFORE YOU TKOF. NUMEROUS FLCS HAVE VOICED THEIR CONCERN THAT TOO MUCH TIME WITH OUR HEADS IN THE COCKPIT IS A BIG PROB WITH THIS NEW CHANGE. ANOTHER PROB I SEE IS THAT BLACKED OUT LINES FROM A SHORT DISTANCE STILL LOOK LIKE HOLD SHORT LINES UNTIL YOU'RE RIGHT ON THEM. THE ARPT DIAGRAM FOR MIA SHOULD SHOW A COMMON HOLD SHORT LINE IF IT ISN'T NEXT TO THE RWY LIKE MOST OTHER RWY HOLD SHORT LINES ARE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS DC9-30 CAPT SAID THAT THE SHINY APPEARANCE OF THE PAINTED-OVER HOLD LINE CONFUSED THE FLC. THEY DID STOP BEFORE THE OLD HOLD LINE AND DID NOT REALIZE THEIR ERROR UNTIL WHILE IN-POS-AND-HOLDING THEY SAW ANOTHER ACR HOLD SHORT OF THE REAL HOLD LINE. THEY NOW KNOW WHERE THE REAL LINE IS LOCATED, BUT THE RPTR IS CONCERNED ABOUT OTHER FLCS MAKING THE SAME MISTAKE WITH LESS BENIGN RESULTS. THE RPTR WANTS THE ARPT TO EITHER COMPLETELY REMOVE THE OLD HOLD LINE OR PAINT OVER IT WITH A DULL OR FLAT PAINT SOMEWHAT THE COLOR OF CONCRETE.
