Narrative:
Flight was on dulles approach (119.85) and given a 185 degree heading from aml. The first officer read back 185 degree heading out of armel, a discontinuity was indicated on the FMS flight plan page. The captain dialed in 185 degrees on the EFIS and pulled the heading knob. Shortly thereafter (approximately 1 min), the dulles controller said, 'cleared direct shaki.' the first officer said we were on a 185 degree heading from armel. The controller said, 'no the 185 degree heading was to be from shaki.' he also said, 'I don't know what you read back but it's 185 degrees from shaki, fly heading 090 degrees.' first officer said he had read back 185 degrees from armel. There was some additional discussion between the captain and controller. Captain stated that shaki was not in our FMS database and that we would let the company know and see if it could be changed. He also asked if this would be a problem and ATC indicated it would not. Flight complied with instructions and completed the flight. As a footnote, ATC stated that other acrs were having similar problems with FMS database fixes and published stars.

Title: FK10 ON STAR TO DCA COPIED 185 DEG HDG OFF AML. APCH CTLR ADVISED SHOULD HAVE BEEN AFTER SHAKI. CAPT ADVISED SHAKI WAS NOT IN THE FMS DATABASE AND HE WOULD TAKE IT UP WITH THE COMPANY. CTLR ADVISED NO PROB AND OTHER ACRS HAD RPTED THE SAME PROB.

HE ALSO ASKED IF THIS WOULD BE A PROB AND ATC INDICATED IT WOULD NOT. FLT COMPLIED WITH INSTRUCTIONS AND COMPLETED THE FLT. AS A FOOTNOTE, ATC STATED THAT OTHER ACRS WERE HAVING SIMILAR PROBS WITH FMS DATABASE FIXES AND PUBLISHED STARS.
