Narrative:
We were cleared to FL280. First officer called FL280 for FL280 and I acknowledged. Approaching FL280 I checked the ONS for course and heading to the next fix. After this, instead of engaging altitude hold as I had intended, I asked the first officer a question about the pulsations we were getting from the elevator channel of the autoplt. Shortly thereafter, I heard the altitude warning at 28320 ft. I reversed the climb and returned to FL280. Highest altitude attained was 28440 ft. I was flying. When I distracted the first officer, at the same time the flight engineer had just been asked a question by a jump seat rider from another airline.

Title: B727 CLRED TO CLB TO FL280. CAPT, PF, FAILED TO ENGAGE ALT HOLD ON THE AUTOPLT. HE WAS CONCERNED WITH THE PULSATIONS THEY WERE GETTING FROM THE ELEVATOR CHANNEL OF THE AUTOPLT. GOT TO FL284 AND RETURNED IMMEDIATELY TO ALT.
Narrative: WE WERE CLRED TO FL280. FO CALLED FL280 FOR FL280 AND I ACKNOWLEDGED. APCHING FL280 I CHKED THE ONS FOR COURSE AND HDG TO THE NEXT FIX. AFTER THIS, INSTEAD OF ENGAGING ALT HOLD AS I HAD INTENDED, I ASKED THE FO A QUESTION ABOUT THE PULSATIONS WE WERE GETTING FROM THE ELEVATOR CHANNEL OF THE AUTOPLT. SHORTLY THEREAFTER, I HEARD THE ALT WARNING AT 28320 FT. I REVERSED THE CLB AND RETURNED TO FL280. HIGHEST ALT ATTAINED WAS 28440 FT. I WAS FLYING.
