Narrative:
Landing on runway 21 lyh wind was 240-300 degrees gusting to over 15 KTS. We made a normal approach on the VASI. In the flare, a gust caused the aircraft to float a little. The aircraft was stopped in the first 2/3 of the runway with normal braking. After arriving at the gate, an FAA inspector came on board and said we didn't touch down in the first 1/3 of the runway. He said he was across the field at the FBO and noticed the landing after someone pointed out that in their opinion we landed long. There was nothing unstable or unsafe about the approach or landing. Not knowing what action the inspector might take on what I consider as hearsay, I am filing this report. Supplemental information from acn 361400: upon aircraft roundout, gusty winds created a balloon situation which resulted in a possible landing outside of the touchdown zone. Aircraft was stopped uneventfully on remaining runway. Possible cause was aircraft hangars and hills to the southwest of runway 21. Winds from the wsw will cause turbulent conditions all the time across runway 21.
Original NASA ASRS Text
Title: ACR LTT LNDG RWY 21 ENCOUNTERS WIND GUST CAUSING THE ACFT TO BALLOON ON FLARE RESULTING IN LNDG OUTSIDE THE TOUCHDOWN ZONE. NO PROB IN STOPPING ON REMAINING RWY. FAA OBSERVED LNDG FROM ACROSS THE FIELD AND QUESTIONED THE FLC.
Narrative: LNDG ON RWY 21 LYH WIND WAS 240-300 DEGS GUSTING TO OVER 15 KTS. WE MADE A NORMAL APCH ON THE VASI. IN THE FLARE, A GUST CAUSED THE ACFT TO FLOAT A LITTLE. THE ACFT WAS STOPPED IN THE FIRST 2/3 OF THE RWY WITH NORMAL BRAKING. AFTER ARRIVING AT THE GATE, AN FAA INSPECTOR CAME ON BOARD AND SAID WE DIDN'T TOUCH DOWN IN THE FIRST 1/3 OF THE RWY. HE SAID HE WAS ACROSS THE FIELD AT THE FBO AND NOTICED THE LNDG AFTER SOMEONE POINTED OUT THAT IN THEIR OPINION WE LANDED LONG. THERE WAS NOTHING UNSTABLE OR UNSAFE ABOUT THE APCH OR LNDG. NOT KNOWING WHAT ACTION THE INSPECTOR MIGHT TAKE ON WHAT I CONSIDER AS HEARSAY, I AM FILING THIS RPT. SUPPLEMENTAL INFO FROM ACN 361400: UPON ACFT ROUNDOUT, GUSTY WINDS CREATED A BALLOON SIT WHICH RESULTED IN A POSSIBLE LNDG OUTSIDE OF THE TOUCHDOWN ZONE. ACFT WAS STOPPED UNEVENTFULLY ON REMAINING RWY. POSSIBLE CAUSE WAS ACFT HANGARS AND HILLS TO THE SW OF RWY 21. WINDS FROM THE WSW WILL CAUSE TURBULENT CONDITIONS ALL THE TIME ACROSS RWY 21.
