Narrative:
During takeoff roll, I noticed the torque on the right engine rise from 45 pounds to 50 pounds. I immediately pointed it out and advised the captain. He aborted the takeoff. We were below V1. Not knowing if the captain's hand pushed the lever forward on the right engine. We ran the engine up statically to 45 pounds and didn't notice anything unusual. We taxied back to the runway and again statically ran both engines up to 45 pounds. We took off and, about 300 ft AGL, the right engine torque began to rise again from 45 pounds to 50 pounds and the propeller RPM began to fall off, while the propeller lever was at full increase. The captain said that he was turning back to the airport and I told the tower our intentions. On his command, I reduced the right engine propeller lever to minimum governing speed. The propeller RPM began to increase from 50% to 75%. We completed our landing checklist and landed the aircraft safely.

Title: AN ACR CA212 CREW RPTS THAT THEY ABORTED A TKOF BECAUSE OF A HIGH TORQUE READING, THEN HAD TO RETURN LAND WHEN IT HAPPENED AGAIN WHEN AIRBORNE.
Narrative: DURING TKOF ROLL, I NOTICED THE TORQUE ON THE R ENG RISE FROM 45 LBS TO 50 LBS. I IMMEDIATELY POINTED IT OUT AND ADVISED THE CAPT. HE ABORTED THE TKOF. WE WERE BELOW V1. NOT KNOWING IF THE CAPT'S HAND PUSHED THE LEVER FORWARD ON THE R ENG. WE RAN THE ENG UP STATICALLY TO 45 LBS AND DIDN'T NOTICE ANYTHING UNUSUAL. WE TAXIED BACK TO THE RWY AND AGAIN STATICALLY RAN BOTH ENGS UP TO 45 LBS. WE TOOK OFF AND, ABOUT 300 FT AGL, THE R ENG TORQUE BEGAN TO RISE AGAIN FROM 45 LBS TO 50 LBS AND THE PROP RPM BEGAN TO FALL OFF, WHILE THE PROP LEVER WAS AT FULL INCREASE. THE CAPT SAID THAT HE WAS TURNING BACK TO THE ARPT AND I TOLD THE TWR OUR INTENTIONS. ON HIS COMMAND, I REDUCED THE R ENG PROP LEVER TO MINIMUM GOVERNING SPD. THE PROP RPM BEGAN TO INCREASE FROM 50% TO 75%. WE COMPLETED OUR LNDG CHKLIST AND LANDED THE ACFT SAFELY.
